Sherry Obverse Design: Official NENA emblem Reverse Design: XXXXVII CONFERENCE and CONVENTION • WORCESTER, MASSACHUSETTS • OCTOBER 19-20 1991 • depicts an open book with the 1st amendment through the 10th amendment / hand with torch superimposed / “LIBERTY” in script to right / below, Bill / of Rights / 1791 • 1991 Manufactured By: V.H. Blackinton - Attleboro Falls, MA Notes: The first nine amendments of the United States Constitution guarantee individual liberties. The tenth reserves to the states powers not delegated to the Federal Government. All ten, THE BILL OF RIGHTS, went into effect in 1791. Bronze uniface (91-1f) were engraved (14) EXHIBITOR, (23) COMMITTEE, (4) JUDGE, (5) SPEAKER. Originally 100 bronze medals (91-1e) were struck, 27 destroyed. Also 60 bronze uniface (91-1f) were struck, 14 destroyed.
