Notes: The first nine amendments of the United States Constitution guarantee individual liberties. The tenth reserves to the states powers not delegated to the Federal Government. All ten, THE BILL OF RIGHTS, went into effect in 1791. Bronze uniface (91-1f) were engraved (14) EXHIBITOR, (23) COMMITTEE, (4) JUDGE, (5) SPEAKER. Originally 100 bronze medals (91-1e) were struck, 27 destroyed. Also 60 bronze uniface (91-1f) were struck, 14 destroyed.
